Brief Report of the RAST-4
Final Report of the RAST-4 (RTF)





BRIEF REPORT OF THE FOURTH MEETING OF THE RADIO STANDARDS GROUP

1. The Radio Standards Group had its 4th meeting on 2 and 3 September 1996(3 Sept. a.m.only). There were representatives from Australia(ATSC), Canada(TSACC), Europe(ETSI), Japan(ARIB and TTC), Korea(TTA) and the U.S.A.(T.1 and TIA) plus and an observer from the Internet Society. The ITU-R was represented by Mr. Akio Sasaki(ARIB, Japan).
In total there were 42 participants. The meeting was chaired by Mr Peter Hamelberg(ETSI).

In the RAST-4 meeting a total of 42 documents were presented and discussed. The main points made and the important conclusions are listed below; see also the agenda which is attached.

2. The meeting started by looking into general reports on activities on the international, the regional and the national levels. The last meeting of FAMOUS, which is a US-Japan-EC initiative on the government level was noted; it was felt that further action should be left to the repective goverments-it should concentrate on regulatory issues in the first place.

The general working methods in the RAST framework were re-confirmed. Agreements between various Participating Standardization Organizations(PSOs) on standards will remain informal; each PSO will process the outcome according to its own procedures. Any consultation process will be open to all PSOs of course. Where appropriate, the results will be presented in the ITU by one or more PSOs.

3. There were extensive presentations on matters related to FPLMTS and PCS. It was evident that the timing of and the need for FPLMTS are not interpreted in the same way by all PSOs .

However, some form of global co-existence(roaming!) of various 3rd generation systems will be necessary. Therefore, exchange of information remains crucial.

It was emphasized that for mobile communication systems the network/signalling aspects may be considered separately from the radio transmission technologies and several hybrid solutions would be conceivable. However, co-ordination and synchronization between those two sides should be ensured and the attention of the ITU was drawn to this point in particular.

4. After that, the RAST group dealt with the developments in other High Interest Areas, notably Intelligent Transportation Systems, Radio Local Area Networks, Radio Aspects of the Information Infrastructure, Mobile Satellite Systems and Wireless Local Loop. As far as Radio LANs are concerned, it was found that the US and the European approaches had not been the same, but that quite a few differences had been sorted out by defining a family of systems.

Activities in the area of Multimedia in Japan, the U.S. and Europe were noted. Mobile Satellite Systems will be increasingly important; different technologies will co-exist in this area.

5. The significance of WLL systems for a variety of market requirements was well noted and an effort for more standardization should be made. In particular, the need to seek flexbile approaches to the use of the radio frequency spectrum, where different technologies are employed in the same band, was stressed.

For the first time, there were contributions concerning EMC and it was decided that these should be dealt with as a new High Interest Area: Electro-Magnetic Compatibility. It was seen as essential that a fair balance between immunity standards and emission limits be achieved.

Furthermore, RAST recognized the value of continuing, co-operative research and assessment to ensure that EMC issues related to radiocommunications are being appropiately addressed.

6. Finally, the RAST group discussed its status and its Future. All delegations presented their views on these matters and the conclusion was, that RAST should continue to work in the same way as before. However, RAST members were invited to reflect on possibly closer links with GSC and this should be discussed in the next meeting of RAST. Meetings should be co-located with GSC meetings whenever possible-if not they should be held in conjunction with other relevant events such as ITU-R Group meetings.

7. Given the fact that the next meeting of GSC is expected to take place in spring 1998, it was felt that a further RAST meeting was needed between now and GSC-4. Such a RAST-5 meeting should take place in the mid-May/mid-June 1997 period, preferably in Generva, in conjunction with other relevant meetings. The ITU will be contacted as soon as possible, in order to set the dates for RAST-5
